		<description><![CDATA[I think one of the problems Waterfront Toronto has at the moment is trying to get the public energised about development in the Portlands as a civic and not merely commercial project is that not many people (expressed as a % of the 416) go there.  A connection to the Island would not only relieve the pressure on the ferries (although part of that is due to the &quot;can&#039;t do&quot; attitude which seems endemic to Parks and Rec) and bring a lot of &quot;passing eyeballs&quot; but also improve transit frequency to Cherry Beach.  One option that occurred to me looking at the Bing Bird&#039;s Eye View was that perhaps an &quot;outer ferry&quot; could be considered as an interim step, operating from Cherry Beach around the back side of the island to the Pier and which would give quite a different view than the inner ferries.]]></description>
